<太田>

http://j.peopledaily.com.cn/94474/7329496.html

 ・・・the quality and quantity of information coming out of Japan has left gaping holes in their understanding of the disaster nearly two weeks after it began.
  An Austrian meteorological institute, the Central Institute for Meteorology and Geodynamics, said this week that computer models showed the emissions of radioactive cesium from the plant might already amount to 50% of what was released from Chernobyl, and that releases of radioactive iodine could be 20% of the Chernobyl total.
 Edwin Lyman, a physicist with the Union of Concerned Scientists in Washington, said Thursday that his own modeling of the data had confirmed the Austrian analysis, suggesting that Japan might ultimately have to exclude humans from a large area and face a remediation effort more costly than thought.
 Masaru Tamamoto, a professor of Asian and Middle Eastern studies at the University of Cambridge in Britain, said the handling of the crisis by Japanese government and corporate authorities is consistent with a culture that carefully guards information from the public and leaves decisions in the hands of anonymous bureaucrats.
 Japan, Tamamoto said, lacks a nonprofit sector of government watchdog organizations that work closely with the news media to investigate and publicize government coverups. It leaves the public comfortably reliant on official pronouncements, he said.
 "The public lives this way every day, and that's the way things are," Tamamoto said. "Even if you demanded the information, nobody has the information. Even the prime minister blurted out at one point that he didn't have information."
 ・・・until recent days few detailed photographs of the equipment or the personnel working at the Fukushima plant have been made public.
 It remains unclear whether there is an incident commander managing the day-to-day crisis and exactly who holds the authority for the operations at the plant.
 ・・・in at least two instances, U.S. officials have asserted an independent voice and offered candid warnings and explicit data. The NRC last week advised U.S. citizens to evacuate from within a 50-mile zone around the plant, more than double what Japanese citizens had been told to do. And this week the agency released radioactivity data that showed a highly radioactive plume on the ground extending northwest of the plant.
 Nuclear experts have sharply criticized the International Atomic Energy Agency, which promotes the peaceful use of nuclear energy and reports to the United Nations, for not taking a more aggressive role in the crisis.・・・
http://www.latimes.com/news/nationworld/world/la-sci-japan-quake-secrecy-20110325,0,4319688,print.story

If modern Japan has a common ethic, it's based on mutual respect, not victory in competition. The most potent symbols of this Japanese sense of social cohesion are the dowdy blue overalls worn by Prime Minister Naoto Kan and his ministers at news conferences and other public appearances since the earthquake. The idea is to express solidarity with the workers at the front line and reduce the sense of separation between rulers and ruled. This was a strategy also employed by the legendary business leaders of Japan's 1960s golden era. Soichiro Honda, for example, attended meetings with bankers in his overalls. ・・・

Miyazaki is in fact precisely the opposite of Walt Disney. The world of Miyazaki's animated films is not a rosy; it's a broken place. His films are about the limits of human creativity.・・・
 For Westerners, Japan's popular culture has always seemed a bit strange, garish, hysterical and manic. There are the weighty images of samurai battles that Kurosawa designed in his monumental historical films, the colorful and hideous comic images by famed Japanese painter Takashi Murakami, the Godzilla films, in which radiation-created mutant monsters devastate Tokyo. There are the Pokemon cards with their strange creatures, and there are the Tamagotchis, small digital pets kept on key chains that peep when they want to be fed. There's the vastly profitable, popular art of the Manga comics, in which heroes have eyes like headlights in a land of narrow gazes; there's a youth culture that seeks to transform the Manga ideal of beauty into reality.
 A culture of artificiality? Or perhaps it was reality, after all -- just a little hard to recognize from a distance. Perhaps it was so difficult for us to understand Japanese pop culture because we failed to realize that Japan had outsourced its understanding of catastrophe to its most whimsical modes of expression.・・・

Signs of tightening control have been visible for several years. Arrests and prosecutions for state security offenses skyrocketed in 2008 and remain high. But the authorities are now employing a range of new, illegal methods to silence their critics.
 Plainclothes police put activists and their family members under restrictive forms of house arrest, depriving them of their rights without any hint of due process. The police prevent suspects from contacting their lawyers and keep them in custody beyond the prescribed time limits. Interrogators practice torture with impunity.
 But most terrifying of all is the way in which enforced disappearance appears to have become almost routine.
 When agents of the state make individuals disappear, it is an act of intimidation designed to instill fear not only in those who have been taken away but also in those who might be next. Without the protection of the law, those who have been disappeared can be subjected to torture without accountability.
 For instance, rights lawyer Gao Zhisheng was feared dead after he disappeared for over a year. When he suddenly re-emerged last April after strong international pressure, he described brutal acts of torture and hinted at other treatment of which he could not speak. Then he disappeared again and, once more, his fate remains uncertain.・・・
