 「今回、ウイグルを旅して7月の暴動が必ずしも中国が悪いとは思わなかった。
 さぞかし、ウイグル人は漢民族と対立しているのだろうなと思ったらそうでもない。
 暴動は一部の馬鹿どもが勝手に起こしただけという感じ。
 暴動のきっかけだって、一部の馬鹿漢民族が差別しただけと考えている。
 むしろ、政府は適度に公正だと。
 世界ウイグル会議のやつらは勝手に亡命して、ウイグル自治区から逃げ外から口を出すだけで実際何もしていないという意見もあった。
 公安がたくさんいるのだって、「馬鹿なやつらが騒がなくなって治安が保たれて良い」と思っている人が意外と多いのも確か。
そして、ウイグル族も
・一人っ子政策からは外れている。
・町が整備され住みやすくなった(物流も中国のおかげでまともになった)
・少数民族保護について適度にやっているのでこのままで良い。
と思っている人も案外多い。

 中国に洗脳されているかも?
 俺もそのウイグル人の話を鵜呑みにするわけではないが、
 物事は多角的に見ても、見切れないのが分かった。

 だから俺は、今回の暴動で中国が悪いのか悪くないのかについては「分からない」という立場になってしまうな。」

 一介の旅人が表面だけ見てきた感想で世界を語る。
 これほど底の浅い理解もないだろ。

 この感覚でいけば、 日本にどれだけ朝鮮総連の手が伸びていて何をやらかしてきたか なんつうことだって、一介の旅人の眼には全く見えないさ。
 それとおなじことだろ。

 理系は解明したと思った原理が実はまだ不十分であったということで、文系は原理そのものが対象の変化によって 新しい原理が見出されるのであって本質的な部分は違うと思う。
 ただ現象面だけ見れば同じようなものですが。

 私のコラムにとっかかりのない問題提起だけど、一応ホットな話題だから取り上げるか。

 「・・・ドイツのアウトバーン(高速道路)も昔はタダだったが、いまでは大型トラックを対象にGPSを利用して課金している。徴収した4000億円のお金は、高速道路の維持管理費として使われている。
 アメリカの高速道路は文字通りフリーウェイと呼ばれるが、こちらも有料化が趨勢だ。すでにフリーウェイ全体の7%を有料化しており、7000億円の収入を上げている。
 イタリア、フランスでは高速道路は民営化会社が運営しており、8割程度が有料になっている。・・・」

 要するにこれは、公共財である高速道路に係る維持費(と過去の借金)について、原則受益者負担(有料)にするか原則財政負担(無料)にするか、それに関連して、高速道路の管理運営について質的量的にどれだけ民営化するか、という問題であって、有料/無料の線引きは、新規建設費、維持費、渋滞、公害、総エネルギー効率性、等を考慮しながら行われなければならない、というありきたりの問題です。
 この限りにおいては、どのみち大した話じゃありません。
 経済効果だけでなく、軍事やエネルギー等の安全保障の観点を加味しつつ、将来の高速道路はどうあるべきか、そのあるべき姿にするための経費は誰がどのような形で負担すべきか、といった前向きの議論をもっとやって欲しいものです。

 記事の紹介です。

 The next time Clinton calls to express her disgust about the decision to send Megrahi home to die, perhaps someone in the Scottish government could ask her in return about the leniency shown to US soldiers involved in the <ベトナムの>Mai Lai(ミライ) massacre in 1968. And then they can remind her about the US warship Vincennes, which blew an Iranian Airbus and its 290 passengers out of the sky in 1988.・・・
