<まとめ79>

Putin told the US president, Barack Obama, during a 90-minute call on Saturday night that Russia had the right to protect its interests and those of Russian speakers not only in Crimea but also in east Ukraine. ・・・

 The Russian decree does not limit the use of troops to Crimea, specifying only that the Russian military could be deployed "on Ukrainian territory"
 The Kremlin said Putin wanted troops in Ukraine "until the sociopolitical situation is normalised".

If the plan is to install Yanukovych in a Russian-controlled Crimean mini-state, it might work, for a while. But that does not mean it will be easy. Putin’s imperialist gambit may turn out to be his Waterloo.
 What’s left out of most Western analyses of Putin’s brazen military intervention is the Crimea’s complete economic dependence on the mainland, which provides nearly all of its electricity and water and about 70 percent of its food.
 Most of the Crimea is basically a desert, with less annual rainfall than Los Angeles. It is impossible to sustain its 2 million people—including agriculture and the substantial tourist industry—without Ukrainian water.
 ・・・the only reason that Crimea had a Russian majority was because Josef Stalin deported the native Crimean Tatars en masse to Central Asia after World War II and resettled Russians to replace them.
 After independence, Ukraine welcomed back the Crimean Tatars. Some 300,000 have returned from exile and their numbers are growing, with continued migration and birth rates higher than either Russians or Ukrainians. They strongly oppose any separatism, and they will not go peacefully into a Russian-controlled, authoritarian “Yanukistan”・・・
 Not only are they extremely well organized, they are Muslims with friends. Representatives from Russia’s Tatarstan region are already supporting them. Turkey, which controlled the Crimea for much longer than Russia ever did and has close ties with the Crimean Tatars, is watching. So are Chechen rebels.

Khruschev’s relationship with Ukraine is a complex one: He was an ethnic Russian from a town that is now part of Russia, but he rose through the ranks of the Ukrainian communist party and led the region as head of the the party during the worst years of Stalin’s purges.
 Before World War II, Crimea had been home to at least 300,000 Tatars. Because a number of members of the group collaborated with the occupying Nazis during the war, Stalin had the entire community deported in 1944.
 The transfer of Crimea was framed as a goodwill gesture to mark the 300th anniversary of Ukraine's merger with tsarist Russia.
 At the time, there were about 268,000 Ukrainians and 858,000 ethnic Russians living in the area.

Within two days of taking power, the revolutionary leaders passed a bill revoking the rights of Ukraine’s regions to make Russian an official language alongside Ukrainian. That outraged the Russian-speaking half of the country, and the ban was quickly lifted. But the damage was done.

They have a presence in Cuba. It’s not really a base. It’s a way station. And Tartus, in Syria. They have no bases outside the former Soviet Union.

 ・・・the Ukrainian military has only a token force in the autonomous region — a lightly armed brigade of about 3,500 people, equipped with artillery and light weapons but none of the country’s advanced battle tanks・・・
 The forces also have only one air squadron of SU-27 fighters deployed at the air base near Belbek.
 Ukraine’s small naval fleet, which was originally part of the Black Sea Fleet, had been boxed in by Russian warships.

Obama’s critics say he’s been risk-averse, reactive and lacking vision. But even they would have to concede that American power is not what it was before two costly foreign wars and a budget-wrecking economic crisis. The result is a frustrated president whose foreign policy often amounts to tough statements which fall on deaf ears.

The dropping of the Hiroshima and Nagasaki atom bombs in 1945 ended the war in the far east. I feel a queasy sense of survivor guilt at the thought that without those atrocious bombs, I wouldn't be here to tell my grandmother's story. No one in the photograph, no one in the prison camp, would have survived the orders from the Japanese high command, to burn the women and children and to bayonet the men.・・・
