http://www.bbc.co.uk/news/world-europe-15588380

<太田>

http://ja.wikipedia.org/wiki/%E4%B8%89%E9%8A%83%E5%A3%AB

 Germany's Federal Court of Justice (BGH)・・・has incorporated a provision into its ruling that requires the host provider to forward the complaint to the alleged culprit, who then has the option of issuing a response. If the alleged culprit fails to respond within a "reasonable" period of time, the objectionable text must be deleted.
 The BGH ruling also states that if the alleged culprit presents sound objections that raise "justifiable doubts" about the deletion request, the Internet provider must turn back around and consult with the affected party.

 ・・・the ABCs of the arms trade: (A) the weapons we produce and sell or give away very often fall into the hands of people who want to use them to shoot at us; (B) the networks of arms merchants are also attracted to other forms of illicit commerce, like nuclear materials, drugs and human trafficking; and (C) the purported benefits of sustaining the “defense industrial base” by exporting weapons are grossly exaggerated.

Britain's relationship with constitutional writing is not quite what it may appear. Its rulers have resisted a codified constitution at home, but their behaviour overseas has been rather different. With regard to territories outside their own islands, British actors have proved hyperactive constitution-writers. They have drafted constitutions for international organisations such as the League of Nations; for other countries, including postwar Germany; and, from the 1790s onwards, and on hundreds of occasions, for different parts of their one-time empire. As one politician admitted chirpily in the 1960s: "We in Britain have no constitution of our own, but we have quite a lot of experience of writing constitutions for other people."

 ・・・the Balfour declaration of 1917, which opened the way to Jewish immigration with its vision of “a Jewish homeland” in Palestine, was the product of “peculiar attitudes to the Jews” by then-Prime Minister Lloyd George and his foreign minister, Arthur Balfour, and a “special concatenation of circumstances,” including Britain’s desire to detach Russian Jews from Bolshevism. Lenin seized power in St. Petersburg the night before the declaration’s issuance; had he acted “a few days earlier,” Montefiore writes, “the Balfour Declaration may never have been issued.”

As Tengo puts it, “The role of a story was, in the broadest terms, to transpose a single problem into another form.”
 So what problem is Murakami transposing in this new novel? I regret to report that I have no idea. Like our own universe, the weird world of “1Q84” begins with a big bang — and then, for good and for ill, just keeps expanding.
 ・・・what troubles me most about “1Q84” isn’t these surface gaffes but the psychological and moral void below.
 In the end, Tengo puts it best. “You could pick it apart completely if you wanted to,” he acknowledges. And yet, “after you work your way through the thing, with all its faults, it leaves a real impression — it gets to you.” He’s describing “Air Chrysalis,” but the same could be said of this book. It’s a credit to Murakami’s mammoth talent that “1Q84,” for all its flaws, got to me more than most decent books I’ve read this year, and lingered with me far longer: a paper moon, yes, but by a real star.
