 コラム#4941の「アメリカは日本の「独立」を望んでいるのか?」という件について、「講演」のテーマとは関係なく、自分でも何冊かの本(日米同盟に関するもの)を読んで考えているのですが、今のところ、このような問いがまともな問いとして成り立つだけの根拠を見付けることができずにいます。こうなったら、あまり気が進みませんが、陰謀論的な主張をしている類の論者の本を読むしかなさそうです。

 ついでと言っては何ですが、この「何冊かの本」の内『日米同盟 −米国の戦略ー』(マイケル・グリーン、パトリック・クローニン 編。川上高司 監訳。1999年)に、在沖海兵隊に関する記述が色々ありましたので、ご紹介したいと思います。↓

 「・・・冷戦後の米国の戦略要素は海上および航空戦力を重視しているが、米国は沖縄に駐留する海兵隊の撤退には慎重になっているように見受けられる。沖縄の海兵隊は名目上は師団であるが、現在展開されているのは師団の約三分の一の規模である連隊に過ぎない。このような小規模の部隊が、アジアにおける紛争に効果的に対応できるとは考えにくい。海兵隊の撤退には三つの利益が存在する。<1.>米国はアジアにおいて新たな陸上戦闘を行う意志はないと中国を安心させること、<2.>日本が独自に自国を防衛できると米国が考えていることを日本に対して示すこと、<3.>日本国内の強い反米軍感情を静めることである。今日の沖縄海兵隊の主要な役割は、同盟関係のクレディビリティ<(信頼性)>の維持と、朝鮮半島危機への対応にある。たしかに、海兵隊を撤退させることによってこのクレディビリティが失われるのではないか、という懸念は存在する。しかし、朝鮮半島危機に最も必要なのは戦術的情報能力(AWACSやJSTARS)の向上や、長距離火砲の追加なのであり、軽歩兵ではない。海兵隊の配置を移動すると同時に、情報能力や火砲を充実させることはむしろ米国のクレディビリティを向上させるであろう。これまで述べたような日米同盟再構築のステップを日本国民が支持し、より多くの貢献をすることこそ、小規模な海兵隊よりもよほど重要なのである。」(14〜15頁。リチャード・サミュエルズ、クリス

 これに対し、同著内で真逆の主張をしている論者。↓

 「海兵隊や空軍の有効性や不可欠性が減じているという主張は現実に即していない。それは特に、海兵隊や空軍は容易にハワイや米国西海岸に撤退させることが可能であり、危機の際に再展開すればよいとする主張に対して当てはまる。こうした戦力は戦闘力だけでなく、そこに存在することに意味があるのであり、米国が安全保障上の関心をこの地域に有していることを示し、またここに関与していく意思をも表している。これらの兵力は前方配備されているがゆえに、日本およびその周辺のデリケートな戦略的・心理的バランスに対する重要な抑止効果を持つのである。・・・
 海兵隊は信頼性の高い部隊であり、そうした信頼性が侵略を抑止するのである。海上配備であろうが、空輸されようが、強襲上陸を行おうが、駐留していようが、海兵隊は米国が日本の防衛、地域の安全、アジアの安定のために関与し続けることの証左となる。・・・
 佐世保には両用即応作戦群が配備されており、海路では数日、空路では数時間のうちに危機が起こった場所に駆けつけることができる。同じだけの兵力をハワイや米国本土から輸送するとなると、特に複数の有事が発生している場合には、海路で数週間、空路でも数日の時間がかかることになろう。・・・
 一九九一年の湾岸危機の初期において、沖縄および他の基地から海兵隊が迅速に投入され、イラクがサウジアラビアを攻撃するのを防いだことがその戦略的有用性を雄弁に語っている。」(51〜54頁。ポール・ジアラ)

 太田さんは当然、前者に軍配を上げるでしょう。私も前者の方により説得力を感じますが、正直よく分かりません。
 しかし、この件は議論が分かれる類のものだということは分かりました。

 議論、分かれてなんかいませんよ。
 ジアラは、佐世保には両用即応作戦群・・というより、揚陸強襲艦ですが・・が配備されており、それさえ残しときゃ「海路では数日、空路では数時間のうちに危機が起こった場所に駆けつけることができる」と言ってるわけで、そんなら揚陸強襲艦以外は撤退できるじゃんと揚げ足を取りたくなるし、海兵隊が理論上も実際も使われるのは、アジアでは中東地域や東南アジア地域なんだから、(既に米軍が港や飛行場を持っている)ディエゴガルシア

や北西オーストラリアに揚陸強襲艦を配備した方が更にいいんじゃないのって言いたくなりますね。(揚陸強襲艦を護衛する艦艇群も周辺にいなきゃいけませんが・・。)
 沖縄に海兵隊の地上兵力(あるいは岩国に海兵隊の航空兵力)がいなきゃダメだという主張は、「議論」の名に値しないのであって、単に、米海兵隊の回し者によるプロパガンダである、と思えばいいのです。

 1945年より前だって、米国は誤った戦争ばっかしやってきた。
 そもそも、朝鮮戦争やベトナム戦争は、米国が、太平洋戦争などというチョー誤った戦争をやらかしたせいで戦う羽目になったんだろが。↓

 ・・・After 1945, America has in truth only served to fight the wrong wars in the wrong places and for the wrong reasons. There were the two McCarthy-era wars in Korea and Vietnam. In Korea, the absolute rulers in the north and the south wanted to go to war with each other at any cost.  Vietnam was merely an escalation of the Korean War. The domino theory held that Vietnam would fall first, followed by the rest of southeast Asia. ・・・
