 ロンドン滞在中の1988年、大書店でイギリス議会制度の起源についての本を探していると店員に聞いたら、そんな本はないと言われて当惑したことがある。
 コラムでもまともに取り上げたことがない。
 そこで、勉強を兼ね、今度のオフ会の「講演」のテーマは「イギリスにおける近代議会の誕生」にしたい。

 このテーマ、ボクにとっちゃ単純にオモシロイ・・なんで世界中でこんだけ当たり前になっちゃった制度が、しかし、イギリスで形成されるまで世界のどこにもなかったのかを知りたい・・んだけど、原点を振り返ることで、現在の日本の政治・・イギリス由来の議院内閣制に立脚した政治・・についての理解が深まる、とでも言えば、皆さんの興味もちったあ湧くんじゃないかな。

 第一回投票で前原と野田のどっちが得票数が多いか、だけを注目してりゃいい。

 河野談話に関する、石原信雄官房副長官(当時)の裏話...確か中央公論に載っていた・・・をご存知ですか?

 「確か」なんて書かず、ご自分でネットであたるくらいのことするのが、投稿する際のマナーでは?
 また、私が知ってるかどうかなんてどうでもいいのであって、あなたが私に何をおっしゃりたいのかを書かなきゃいけません。

 さて、石原元副長官の話、何となく記憶はあったけど、あたってみたら、どうやら、産経の対談記事が元みたいですね。

 読んでみて改めて思うんだけど、河野談話を出した当時の、宮沢首相も河野官房長官も石原官房副長官も、そして法務省、外務省、大蔵省の官僚達も、(それぞれが私人として人間主義者であったかどうかは知らないが、)人間主義的な対外政策を遂行することに同意したってことですねえ。
 結果は、人間主義的であった戦前の日本の対外政策とおんなじで、真意が一部の人には伝わったけれど、悪意を抱いている人々に悪用され、或いは無智な多くの人々に単純に誤解され、日本は袋叩きにあう羽目になったってわけだ。
 それにしても、宮沢はもう語ることはできないけれど、せめて河野は石原と同じことを語って欲しいものだが、それをやらない、ということは、河野が私人としても人間主義者であって、その「主義」に殉じようとしている、と理解すべきじゃないかな。


 それでは、その他の記事の紹介です。

 シリアを支配するアサド大統領の宗派であるアラウィ(Alawi)派は、シーア派からはシーア派に属すとされているが、スンニ派の一部からは、シーア派どころか、イスラム教ではない、とさえ目されている

ところ、シーア派ヒズボラのみならず、イランからも、アサド批判の声があがったのは注目されるべきだ。
 もとより、アサドのように、反体制派の物理的弾圧一本やりじゃ、シリアの不安定状態が続くことを心配しているってことなんだろうが・・。↓

 私はかねてより、スコットランドはアングロサクソン文明ではなく欧州文明に属すると指摘してきたが、改めてそのことを考えさせてくれる、論者集がガーディアンに載っていた。
 そのうち、二人の論の一部を下に掲げる。↓

 <サッチャリズムを契機に、スコットランドは、自分達が、イギリスに比べてよりコミュニティー志向で、協力を競争よりも重んじること、を思い起こした。↓>

 私見では、スコットランドは、欧州文明に属するが、地理的・歴史的経緯からイギリス(アングロサクソン)化して現在に至っているのに対し、比較的最近のイギリスに米国化した部分があることにスコットランドが反発している、ということ。
 つまり、スコットランドこそ、現在では最もアングロサクソン的な地域だ、と考えたらどうか、ということ。
 ついでに、コラム#4953で投げかけた疑問への暫定的解答を記しておこう。
 カナダ、オーストラリア、ニュージーランドは、もともとアングロサクソンであり、現在もそうあり続けている、と考えたらどうか。
