 久しぶりに朝鮮日報のサイトを見たが、これは凄いな。

 これは儒教的価値観のなせる業なのだろうか?
 反韓でいうわけではない、諦観でいうのだが、韓国が日本を許す日は永遠に来ないだろう。

 (コラム#4758に関し)通常、表明した意図と招来された結果が合致していれば、それで証明は終わりだが、戦前の日本の人間(じんかん)主義的対外政策をそのようなものとして諸外国の人々に理解してもらうのは至難のわざだ。
 朝鮮半島の場合、まさしく、日本が意図したとおり、近代化と経済発展がもたらされたんだけどねえ。

 森以降の歴代首相中じゃ、菅は最高だ。(ひどさの程度が最も低いって意味だよ。)
 だから、誰が彼に代わって首相になっても、日本国民は、もっとがっかりすることになるだろうね。

≫<レベッカ・ソルニット著/高月園子訳『災害ユートピア―なぜそのとき特別な共同体が立ち上るのか 』>を読まれた読者からのインプットを期待している。≪(コラム#4829。太田)

 読みましたので、感想などを。

 この本に関しましては、コラム#3491で既に取り上げられており、要点が的確・簡潔にまとめられています。
 これをさらに要約すれば、「災害時に冷静かつ利他的・賢明に振る舞う一般市民と、逆に利己的かつ過誤を犯しやすい「エリート」の対比を著述し論じた本」と言えると思います。
 太田さんが「インプットを期待している」のは、後者の「エリート」による「エリートパニック」についてですね。↓

 「・・・エリートパニックとは「社会的混乱に対する恐怖、貧乏人やマイノリティや移民に対する恐怖、火事場泥棒や窃盗に対する強迫観念、すぐに致死的手段に訴える性向、噂をもとに起こすアクション」(<『災害ユートピア』>P172)で、この「エリートパニック」は・・・過去の様々な災害時に数多く見られた。・・・」

 ただ、↑のような性向は一般市民も持ち合わせており、著者がことさらに「エリート」を強調して取り上げることには違和感を覚えます。
 著者はどうにも無政府主義に共感している感があり(注1)、これが「エリート」(政府)への批判的見方に繋がっているように思われます。

 (注1)「・・・ピョートル・クロポトキン(Peter<(Pyotr) Alexeyevich> Kropotkin<1842〜1921年。ロシアの無政府主義者>)に賛意を表しつつ、ソルニットは・・・述べ<ている>。」(コラム#3491。書評者)

→もちろん、「エリートパニック」なるものにも興味はあるのですが、私がより知りたかったのは、果たして、どこの国や地域でも、大災害時には一般市民は人間主義的に行動するものなのかどうか、です。(太田)

 「災害は日常的なトラブルとは異なり、むしろ戦争に似て、単純な問題を突きつける。それは、単純な行動が解決策となる問題である。
 「災害の本質的な特徴は、社会に対する脅威や危険が社会システムの外側からやって来て、その原因が通常はっきりと感知され、突き止められることにある。
 これは脅威がシステムの内側から生じ、誰もが納得する原因を特定することが難しい他の多くの危機とは対照的だ」。
 手元にある問題をすぐにはっきりと扱えることは、他では得がたい満足感を与えてくれる。・・・」(156〜157頁)

 ↑このように、「単純な問題」に対応する一般市民が誤りを犯しにくいのは、ある意味当然のことです。これに対し、「システムの内側」(法的な問題など)というしがらみの中で、多くの場合「難しい・・・危機」に対応しなければならない「エリート」が過誤を犯し易いのもまた当然です。むしろ「手元にある問題をすぐにはっきりと扱え」ない「エリート」の、「満足感を与え」られない悲哀に、著者はもっと同情的になるべきなのではないでしょうか。

 著者はサンフランシスコ大地震やハリファックスの爆発事故、ハリケーン・カトリーナなどにおける「エリート」の利己主義・過誤を列挙しています。
 前二つの例についてはとりあえず置くとして、カトリーナの件について、太田コラム(#850、#853、#855)では「エリートパニック」とは異なる説明をしています。
 このように、そもそも「エリートパニック」などという聞きなれない用語を抜きに説明が可能である以上、敢えて「エリートパニック」などという言葉を持ち出して説明する必要も意味もないでしょう。
 サンフランシスコ大地震やハリファックスの爆発事故についても同様だと想像します。

 「・・・<カトリーナによる>洪水の被害を受けなかった・・・少数の住民は、・・・彼らの古くて美しい家を、兵器庫完備の砦に変えた<(それは白人の男性だった)>。・・・頭のおかしい白人が自動拳銃で黒人を殺し、そのことをジョークにしていた。・・・」(344〜355頁)

 ↑の記述以降も、「どこの世紀末だよ!」とツッコミを入れたくなるような、世界一豊かな国とはとても信じられない、銃社会アメリカの病理が赤裸々に著述されています。
 この件は、どう考えても、他の先進国にも適用できるような一般性はありません。
 著者の言う「エリートパニック」とは、アメリカの異常性を一般的だと思い込んだだけではないのかと言いたくなります。(注2)

 (注2)「今をときめくマイケル・ムーア(Michael Moore。1954??)監督の前作であるドキュメンタリー映画「ボウリング・フォー・コロンバイン(Bowling for Columbine)」(2002年)でも、カナダが、米国と同様の銃社会であるにもかかわらず、銃による犯罪は米国よりも比較にならないほど少なく、安全な国であることが紹介されています。」(コラム#502。太田)

→これは、むしろ「一般市民」の非人間主義的行動の事例ではないですか?(太田)

 結論として、「エリートパニック」に関する論述は、眉に唾を付けて読むべきだと思いました。

 「電力業界は程度の差こそあれ、やらせ的な行為をどこもやっている」(業界関係者)なかで、九電が政治圧力に屈して即座に社長を辞任させるような先行事例をつくりたくなかったという見立てもある。
 政府の要求に公然と抵抗する九電。強気の裏にあるのは地域での絶大な影響力だ。地元の経済界や行政に深く浸透している。実際、九電トップの進退問題が全国的に注目を浴びたにもかかわらず、九州の経済界は沈黙を保ち続けた。わずかに漏れ聞こえるのは、むしろ擁護する声だった。・・・
 こうした「やらせ」は以前から常態化していた。九電に限らず、他の電力会社、さらには原発の規制監督を担うはずの経産省原子力安全・保安院までが同様の不正に手を染めていた実態がその後、白日の下にさらされる。ただ05年以降の原発増設などを巡る6回の説明会すべてで世論工作を試みていた九電の異常さは際立っていた。
 ・・・地域独占権と・・・安定した利益が保証された電力業界は他業界に比べて競争が少なく、企業倫理意識に弱い面がある。第三者の目を入れた検証を徹底させ、世間との常識のズレを正す必要がある・・・」

 サウディアラビアが、シリアのアサド政権に見切りをつけた背景として、対イラン/シーア派戦略(メイン)と、対世俗派(反スンニ派)戦略(サブ)があると指摘する秀逸コラムだ。↓

 Would the monarchs of the Holy Alliance have supported a democratic uprising anywhere in Europe in 1820? Would Prince Metternich have backed nationalist movements in 1848? Of course not. But their supposed reactionary analogue in the Arab upheavals of 2011, King Abdullah of Saudi Arabia, has now come out, forcefully if indirectly, for a regime change in Syria. That makes the third time during this Arab spring that Saudi Arabia, the supposed champion of the status-quo, has thrown an Arab leader under the bus. Bashar al-Asad now joins Muammar al-Qaddafi and Ali Abdullah Saleh in the club of Arab leaders Saudi Arabia can do without.・・・
  But that is the wrong frame in which to understand Saudi Arabia's regional policy during this time of Arab upheaval. The right frame is the regional balance of power battle between Riyadh and Tehran. In that context, the Saudi move against the Asad regime makes much more sense.
Syria is Iran's most important and longest-standing Arab ally. Under Bashar's father, Hafiz al-Asad, Damascus was able to sustain good relations with Riyadh while also cultivating the Persian connection. But the son has proven less nimble in balancing his regional relations. ・・・
  The sectarian element of the Syrian confrontation, with an ostensibly secular and Alawite Shiite dominated regime brutally suppressing the Sunni Muslim majority, becomes a more prominent element in how the overwhelmingly Sunni Saudis, population and leadership, view events.・・・
