「日本の企業の貯蓄資金が積み上がって、膨大な手元資金がある。企業は積極的にコスト削減に励んできて、利益を拡大させ、それが潤沢な内部留保として残されている・・・
家計部門も企業部門も・・・の資金の行き場がないので、金融機関は国債を買い増している。その結果、国債の利回りは非常に低い水準にある。つまり国債の市場価格はかつてないほど高くなっている・・・
国債バブルは不況の産物でもあるのだ。・・・
今の状況を続けていけば政府の債務は際限なく増え続けてしまう。政府債務が無限に増え続けることはできないので、どこかで国債の価格は大きく下がることになる。これがバブルの崩壊である。財政破綻の入り口と言ってもよいかもしれない。
では企業の投資が活発化して、資金が動き始めたらどうなるだろうか。その場合には国債市場に流れ込んでいた資金が投資に回り始め、国債の金利が上がり始めるだろう。国債バブルの前提であった余剰資金が減っていくからだ。余剰資金が投資に回っていくことは大歓迎だが、それが国債利回りを上げていくようだと財政運営はますます難しくなる。今の状態で資金余剰状況が続くのか、それとも資金が動き始めるのか、どちらにしても財政運営は難しくなる。」
