<太田>

<太田>

The Japanese government indicated Friday that it would broadly accept a plan to relocate a U.S. Marine Corps base on Okinawa・・・
Foreign Minister Katsuya Okada presented U.S. Ambassador John V. Roos with a proposal to settle the dispute・・・
Okada, however, suggested some changes, including altering the design of the runway at the air station, planned for the town of Henoko, and moving parts of the Marine Corps facility to an island about 100 miles from Okinawa・・・

・・・90 percent of those shipped to the New World were enslaved by Africans and then sold to European traders. ・・・
・・・slavery was a business, highly organized and lucrative for European buyers and African sellers alike. ・・・
・・・the African role in the slave trade was greatly reduced after 1807, when abolitionists, first in Britain and then, a year later, in the United States, succeeded in banning the importation of slaves.

・・・the Chinese model of development, which he labels “market authoritarianism”, is gaining adherents all over the world. The “Washington consensus” is being replaced with a “Beijing consensus”.
Halper’s book is part of a growing genre attempting to analyse the implications ・・・of the rise of China. Over the past year Martin Jacques<(コラム#3352)>, a British academic and journalist, has published a book called When China Rules the World; Azar Gat<(コラム#3848)>, an Israeli academic, has heralded the rise of “authoritarian capitalism”; and Ian Bremmer, a New York-based strategic analyst, has written about the comeback of the state and predicted growing friction between the US and China.・・・
・・・the true focus of the book is the growing power of China in the developing world. Halper attributes this primarily to two things. First, he believes that the western free-market model of development has lost credibility because of its failures in the developing world and because of the global financial crisis. Second, China has ready cash and a desire for raw material which makes it willing to lend money without strings attached. In countries such as Angola, Uzbekistan, Sudan, Burma and Zimbabwe, corrupt or authoritarian governments have found it easier to shrug off pressure from the west because China is willing to provide trade, aid and even moral support.
What may be more significant is how big emerging powers such as Brazil, India, Indonesia and South Africa position themselves, as the US and China struggle to mould the international agenda. All four countries are democracies and America has traditionally assumed that democratic countries will tend to side with the US. However, in various arenas, from the Copenhagen climate summit to the arguments about sanctions on Iran, countries such as Brazil, India and South Africa have found themselves closer to the Chinese position. That may be an even more worrying development for the US than the setbacks focused on by Stefan Halper.

・・・partly in reaction to China’s growth, the United States has recently transferred submarines from the Atlantic to the Pacific so that most of its nuclear-powered attack submarines are now in the Pacific・・・
The United States has also begun rotating three to four submarines on deployments out of Guam, reviving a practice that had ended with the cold war・・・
In December, Vietnam signed an arms deal with Russia that included six Kilo-class submarines, which would give Vietnam the most formidable submarine fleet in Southeast Asia. Last year, Malaysia took delivery of its first submarine, one of two ordered from France, and Singapore began operating one of two Archer-class submarines bought from Sweden.

America's founders, steeped in the classics, looked to Greece and Rome for political precedents. Among their borrowings was the idea of mixed government, but with a twist. The Roman Senate, for example, was composed of an aristocracy whose members served for life. But both Rome and the framers of our Constitution sought to funnel the will of the masses through conservative institutions, walling off the legislature from purely democratic whims.・・・
Between 20% and 30% of the Roman population was enslaved, comparable to the percentage in the American South.・・・
Rome seesawed between monarchy and republic, between "good" emperors and such monsters as Nero and Caligula. If Rome was ambivalent about empire, so, too, was America. While the founders worried about creating a too-powerful executive, later artists represented George Washington in imperial, on occasion even godly, garb. By the 19th century, our democratic rhetoric had been coupled with imperial ambitions, as America, like Rome, expanded over large territories.・・・
