 本日公開したコラム#3620の後半の分かりにくい部分にかなり手を入れたので、有料読者の皆さん、ご関心あらば、ブログをご覧下さい。

 また、昨日のコラム#3845に「相手が自国民にせよ、他国民にせよ、また場所が自国内にせよ、外国にせよ、公海上にせよ、政府機関が、戦争ではない場面で殺人を行うのは(少なくとも)国際法違反です。」と書いたけど、ちょっと雑駁過ぎましたね。
 最低限、「殺人」の前に、「刑の執行としてではなく、国際法・国内法上の警察任務の遂行のためではなく、かつ、当然のことながら正当防衛や緊急避難としてではなく」を付けなきゃいけませんでしたが、まだまだ雑駁です。
 この問題を考えさせる一つの材料が、下掲の記事↓です。

 戦争下でアフガニスタン領内の米ドローンを操縦している米本土にいる米兵が制服を着用していなかったとしても、国際法違反にならないのか、いや、そもそも、ICBM発射命令を下した米大統領や実際に発射ボタンを押した米兵が制服を着用してなくても国際法違反にならないのか。
 パキスタン領内の米ドローンを操縦しているのが米本土にいるCIA要員であることがバレバレである↑以上、これを米兵士にやらせたって国際法違反という点では同じではないか。
 うーん、分からん。

 「4000億円強(約20%)増加」−「天下り人件費」が分からんと。

 そもそも公務員の人件費を20%削減するが民主党の公約だから、差し引き0になるってことだ。
 できるかどうかを別にすれば。

 おのおのがた、何寝ぼけたことほざいてんの。
 定年延長するんなら、公務員の総数を増やさないために採用数を減らさなきゃならないのに、この試算は、「新規採用の抑制は行わない」という非常識な前提でやってるんだから、公務員の総数がものすごーく増え、人件費がそれに輪をかけてものすごーく増えるの当たり前だよ。
 また、「61歳以降の昇給は行わない」って前提も甘過ぎらーな。
 61歳以降は新規採用者並みの給与、という考え方だってありうる。
 それだって、65歳からもらえる年金の額よりゃ全然マシだろが。
 以上のようにすれば、人件費はビタ一文増えないよ。
 天下りにかかっている国費について考えるのはその先でいい。
 天下りの人数をはじき出すのは、天下ってる公務員OB、とりわけ民間企業に天下ってる公務員OBのどこまでを天下りと認定するかで悩ましいし、また、仮にこれが認定できたとしても、当該天下り先から政府が財・サービスを調達している場合は、そのためにムダにかかってる国費の算定は比較的容易だけど、当該天下り先が助長行政や、とりわけ規制行政の対象だって場合には、ムダの算定は容易じゃない。
 でも、天下りを廃止することで、巨額の国費の節約ができるだけでなく、国家行政の歪みが正せるのだから、元に戻って、若干現役の公務員の人件費が増えたって全然かまわんのだよ。

 もし日本がある国に侵略されて自衛隊が応戦しても、これでは現在二つも戦争を抱えて金がない米軍には、日本を助けることは出来無いのではないか。
 (世界最大、最強、最新の米軍の弱点は金がかかり過ぎるということだ。)

 当然、日本が戦費負担しなければならないが、それは可能なのか?
 日本も財政事情は苦しい。つまり日米ともに金がないので戦争はできない状態ではないかと思う。・・・

 アナタ、基本的な知識に欠けてるようだけど、もうちょっと太田コラムを読み込むことをお奨めしたいね。
 米国が大恐慌による景気の落ち込みからやっとのことで回復できたのは、第二次世界大戦に参戦したおかげだって何度も書いたよ。
 それに、国の借金がどれだけあっても、景気が回復すりゃ税収が増えて借金は減らせるんだ。
 極論すれば、米国の景気回復が遅れてるのは戦争が中途半端だからとも言えるし、日本の景気回復が遅れてるのは戦争を全くやってないからだとも言えるんだぜ。
