 お元気ですか?太田君のご意見また聞きたくなりました。

 民主党政権に大いに期待していますが年内には成果が欲しいのですが出てきますかね?
 仕分け査定で数兆円出てくるでしょうか?この仕組みだとなんだか大蔵省が楽をして予算を決めているような感じですがどうなんでしょう。

 TV報道等では、財務省が事業仕分けの俎上に載せる事業を決めているようですから、おっしゃるとおり、政治家が財務省に体よく使われている形ですね。

 期待の長妻大臣が忙しすぎるといことですが厚生省の片方の労働省は大変なのでしょうか?
 厚生省の影で労働省が影が薄い感じがしますがどうなんでしょう?
 労働政策が知りたくて、労働政策研究・研修機構というところHPで見ましたが いろんな調査研究を体系的にやっているようですね。ここの調査研究は役に立っていないのでしょうか?

 関連する省庁との連携での調査研究が必須だと思いますが、これで仕事したつもりでしょうかね。。。。こういう独立法人は必要ですか?

 以下は、一般論です。
 日本の民間のシンクタンクにおける政府の政策についての調査研究のレベルは低いので、省庁の中にあろうが、独立行政法人のように外にあろうが、広義の政府が政策の調査研究に携わることは必要不可欠です。
 しかし、日本における、この広義の政府による政策の調査研究も、米国のシンクタンクの政策研究のレベルに比べるとまるでダメです。
 その背景にあるのは、私見では、日本の大学の社会科学系のレベルの低さです。
 (念のためですが、今は厚生省と労働省ががっちゃんこして厚生労働省になってますぜ。)

 一方防衛省ですが、沖縄は岡田の統合案でいいではないかと思いますが無理筋ですか?
 県外はありえないでしょうから。
 対等なんてえらそーなことをいえる立場でないでしょうに。

 明日大統領が来るようですがおみやげあるんでしょうかね。

 申し訳ないけど、ここは、最近の私のコラムのディスカッション・シリーズの関連箇所をいくつか読んでもらうのが一番ですね。
 いずれにせよ、鳩山の対米外交は、(岡田外相の奏でる「雑音」にもかかわらず、)これまでのところ、大成功を収めてます。
 ニューズウィークが甲を脱いでますよ。↓

 When Gates went to Tokyo, he berated the Japanese for their indecision and insisted they reach a verdict on Okinawa before Obama's arrival. (He even threatened that Tokyo's insistence on the matter would unravel an agreed plan to move some 8,000 Marines and their families from Okinawa to Guam, among other things.) Hatoyama refused to budge, saying he'd defer a decision until next year, and declared a "comprehensive review of the alliance"?without prior consultations with Washington.
 And at what price? None. Washington stopped acting exasperated and decided to accommodate (or at least put up with) Japan's new attitude, at least for now. Last week, Jeffrey Bader, the director for East Asia at the National Security Council, told an audience in Washington that Hatoyama's review of the alliance is "welcome." Bader also scoffed at a quote by an anonymous senior State Department official in The Washington Post that stated that Japan was a greater challenge than China, calling the quote "asinine." Earlier this week, Bader even announced that the United States is "prepared" to build "a more equal partnership" with Tokyo.
 This is a classic case of good cop/bad cop (the White House and the State Department are the good cops, and the Pentagon is the bad cop). But whatever outcome the two sides extract, what's clear now is that Tokyo no longer wants to be a servant of the U.S., and that Washington is willing to listen and be patient with Tokyo's newfound swagger. And that while Tokyo still views the U.S. as its most important partner, it will no longer see the alliance as a zero-sum matter and sacrifice its other agendas in Asia. (That explains why Hatoyama, in defiance of diplomatic protocol, will leave Obama behind in Tokyo so he can arrive on time for the opening reception of the Asia-Pacific Economic Cooperation's leaders meeting in Singapore on Saturday. Obama will catch up with the meeting the next day.) Most of all, the lesson for both countries is that they can get what they want?meaning Hatoyama will already have fulfilled a part of his campaign pledge?with almost no cost: the United States will almost certainly get its base in some satisfactory form, and Tokyo will remain a reliable ally, and all that symbolic squabbling will soon be forgotten.・・・

 後は、このニューズウィークの記事の、「米国は恐らく間違いなく(新しい)基地を(沖縄で?)得られるだろう」という米側の楽観的期待が実現するかどうかだけです。
 それを決めるのは、沖縄県民です。
 沖縄県民が本当に望めば、海兵隊は沖縄から全面撤収するでしょう。

 つぎつぎ天下り?官僚が重職に任命されているのをみると、なんだか約束が違うと思ってしまいます。

 私は、渡辺博史君(元財務官)の日銀総裁就任話が持ち上がった時、それを支持しています。(コラム#2436、2459、2471)
 政治任命は天下りではない、という民主党政権の話は、それなりの理屈にかなっています。
 (渡辺君らの日銀総裁就任等に、野党時代の民主党が反対してきた経緯に照らすと豹変はおかしいと言いたくなることは分かるけど、ま、こういうことはままあることですよ。)
 ただ、上の方でも出てきたように、民主党政権の政策にせよ、人事にせよ、旧大蔵省の影がちらつき過ぎているのは大変気になるところです。

 それよか、当面は、鳩山首相と小沢幹事長の政治資金等の不祥事をもっと問題にすべきでは?
 鳩山首相は、小沢を道連れに辞任すべきです。↓

 その通りだと言いたくなるけれど、自民党が壊滅状態であることを考えると、政権内野党の存在は貴重だと思った方がいいのではないだろうか。
 私としては、特に社民党が、安全保障政策で頑固に頑張ってくれることを、沖縄問題をテコに、日本国民が日本の米国への属国状況に目覚めてくれる可能性があると思っているので、期待しているところです。

 「・・・ 記憶は、脳の「海馬」と呼ばれる部分に保存された後、整理され、マウスは1か月、人間は半年〜3年で大脳皮質へ移り、長期の記憶になるとわかっているが、詳しい仕組みは不明だった。
 井ノ口教授らは、海馬で神経細胞の新生が盛んなマウスと、そうでないマウスを実験に用い、恐怖を感じる程度の電気ショックを加え、記憶を調べた。その結果、細胞新生が少ないと恐怖の記憶が海馬にとどまり、細胞新生が盛んだと、移りやすいことがわかった。
 恐怖などの記憶がいつまでも海馬にとどまっていると、何かにつけて思い出しやすく、PTSDの症状が長引くと考えられる。・・・」

 In return, China sent Pakistan 15 tons of uranium hexafluoride (UF6), a feedstock for Pakistan's centrifuges that Khan's colleagues were having difficulty producing on their own. Khan said the gas enabled the laboratory to begin producing bomb-grade uranium in 1982. Chinese scientists helped the Pakistanis solve other nuclear weapons challenges, but as their competence rose, so did the fear of top Pakistani officials that Israel or India might preemptively strike key nuclear sites.
 Mohammed Zia ul-Haq, the nation's military ruler, "was worried," Khan said, and so he and a Pakistani general who helped oversee the nation's nuclear laboratories were dispatched to Beijing with a request in mid-1982 to borrow enough bomb-grade uranium for a few weapons.
 After winning Chinese leader Deng Xiaoping's approval, Khan, the general and two others flew aboard a Pakistani C-130 to Urumqi. Khan says they enjoyed barbecued lamb while waiting for the Chinese military to pack the small uranium bricks into lead-lined boxes, 10 single-kilogram ingots to a box, for the flight to Islamabad, Pakistan's capital. ・・・
 ・・・however, Pakistan's nuclear scientists kept the Chinese material in storage until 1985, by which time the Pakistanis had made a few bombs with their own uranium. ・・・
